I was 16 at the time I think. Now, 9 years later, I live in Dalian, Liaoning China! China really is incredibly safe. I could go running at 2 am and not be more than a tad more wary. Women don't get harassed nearly as often here and even then, it's more about the girl being foreign and them just wanting to say hello. A degree in China will likely be much more affordable than one from the States or other Western countries. I love living in China, I highly recommend it for your daughter.
